The first vehicle was idling too close to the Hazard's Ramp dock near the George Washington Bridge's New Jersey tower around 4:15 p.m. when a second one that was speeding failed to slow in time, Palisades Interstate Parkway Police Chief Michael Coppola said.

It hit the idling jet ski, sending everyone into the water, he said.

Bystanders helped the victims out of the water, the chief said.

PIP Police Marine Ops member Officer Anthony Burgos and Sgt. Raymond Walter joined Officer Rocco Guerriero at the scene, where they found both jet skis damaged and the adult and a juvenile injured on the dock, Coppola said.

Rafael Rodriguez, 20, who was operating the idling jet ski, was taken to Hackensack University Medical Center with serious leg trauma, the chief said.

The speeding jet ski operator -- identified as 24-year-old Carlos Cruz of Newark -- wasn't injured, he said.

The juvenile was evaluated by EMS and released to family members, Coppola said.

Police issued several violations and impounded both craft, the chief said.

Fort Lee EMS and paramedics from Englewood Hospital and Medical Center responded along with PIP police.
