A passing bicyclist stopped the 19-year-old Franklin, Mass. man, who'd tethered his dog to the railing on the south walkway before he began trying to climb over around 5:20 p.m., the Port Authority's Joseph Pentangelo told Daily Voice.
METs took the man to Bergen Rebional Medical Center. The dog was in the care of Port Authority police.
The cyclist asked to remain anonymous.
On Wednesday, a River Vale woodworker who used to work as a New Milford auxiliary police officer helped rescue a would-be jumper who'd climbed over the side and was dangling from the railing.
