Christian Stephen Cartwright was wearing a hood during the scissored spree but was captured on video -- and then spotted by patrol officers who took him into custody in the middle of the night, Capt. James Sepp told Daily Voice.

The 6-foot, 160-pound Cartwright was released without bail pending a court hearing.

Several residents not only reported their American and decorative flags cut; they also recorded video that police said was useful in their investigation.
